Town Manager’s Report

Our town staff listened and watched the tragic events in New York and Washington on September 11 with stunned disbelief just like the rest of the nation. We all join with the council and citizens of Lake Lure in a prayer for the victims, their families, the government and our country; and we pledge to provide whatever small assistance we can. Those who are able, give money; those who are healthy, give blood.

You may have already seen the following rhyme , but it bears repeating. Even though it may seem flippant, it has a strong message.

The Binch

Every U down in Uville liked U.S. a lot,

But the Binch, who lived Far East of Uville, did not.

The Binch hated U.S.! the whole U.S. way!

Now don’t ask me why, for nobody can say,

It could be his turban was screwed on too tight.

 

Or the sun from the desert had beaten too bright

But I think that the most likely reason of all

May have been that his heart was two sizes too small.

 

But, whatever the reason, his heart or his turban,

He stood facing Uville, the part that was urban.

 

"They’re doing their business," he snarled from his perch.

 

"They’re raising their families! They’re going to church!

 

They’re leading the world, and their empire is thriving,

 

I MUST keep the S’s and U’s from surviving!"

 

Tomorrow, he knew, all the U’s and the S’s,

 

Would put on their pants and their shirts and their dresses,

 

They’d go to their offices, playgrounds and schools,

 

And abide by their U and S values and rules,

 

And then they’d do something he liked least of all,

 

Every U down in Uville, the tall and the small,

 

Would stand all united, each U and each S,

 

And they’d sing Uville’s anthem, "God bless us God bless!"

All around their Twin Towers of Uville, they’d stand,

and their voices would drown every sound in the land.

 

"I must stop that singing," Binch said with a smirk,

And he had an idea-an idea that might work!

 

The Binch stole some U airplanes in U morning hours,

And crashed them right into the Uville Twin Towers,

"They’ll wake to disaster!" he snickered, so sour,

"And how can they sing when they can’t find a tower?"

 

The Binch cocked his ear as they woke from their sleeping,

All set to enjoy their U-wailing and weeping,

Instead he heard something that started quite low,

And it built up quite slow, but it started to grow-

And the Binch heard the most unpredictable thing...

And he couldn’t believe it-they started to sing!

 

He stared down at Uville, not trusting his eyes,

What he saw was a shocking, disgusting surprise!

 

Every U down in Uville, the tall and the small,

Was singing! Without any towers at all!

 

He HADN’T stopped Uville from singing! It sung!

For down deep in the hearts of the old and the young,

Those Twin Towers were standing, called Hope and called Pride,

And You can’t smash the towers we hold deep inside.

 

So we circle the sites where our heroes did fall,

With a hand in each hand of the tall and the small,

And we mourn for our losses while knowing we’ll cope,

 

For we still have inside that U-Pride and U-Hope.

For America means a bit more than tall towers,

It means more than wealth or political powers,

It’s more than our enemies ever could guess,

So may God bless America! Bless us! God bless!

TOWN EMPLOYEE OF THE MONTH

Rosa Armstrong, employee of the month, has worked for the Town of Lake Lure since July 2000 as receptionist for the police department. Her duties are many and varied. She is never too busy to assist her co-workers and greets them always with a smile. Prior to her employment with the town, Rosa worked as a certified gemologist for Silverman Jewelers in Greenwood and Greenville, South Carolina. Rosa is a native of Laurens, South Carolina where she graduated from high school. She also attended Piedmont Technical College in Greenville, South Carolina.

We say thank you Rosa for a great job.

TOWN COUNCIL ACTIVITIES

REGULAR MEETING: The regular town council meeting was held on Tuesday, September 11, 2001, at 7:00 p.m. at the Lake Lure Municipal Center.

Under the "consent agenda," Council:

* approved the minutes of August 14, 2001 (regular meeting), and August 28, 2001 (special meeting);

* approved budget amendment of $7,500 regarding the police department as submitted by the finance director; and

* approved request from the Parks and Recreation Board to suspend the peddling ordinance in order that vendors may sell concessions during concert events being held on the point every Sunday in September 2001.

In other activities, Town Council:

* held a public hearing and adopted Ordinance No. 01-09-11 Creating Chapter 96 (The Soil Erosion and Sedimentation Control Regulations) of the Code of Ordinances for the Town of Lake Lure establishing regulations to control accelerated erosion and sedimentation;

* adopted Ordinance No. 01-09-11A establishing a moratorium on the review and approval of new subdivisions within the town;

* appointed Mayor Jim Proctor to serve as voting delegate and Town Manager H. M. Place III to serve as alternate voting delegate to represent the Town of Lake Lure at the North Carolina Municipal League annual business meeting;

* authorized an expenditure of $5,385 to American Chimney Sweep and Paint Company for refurbishing the bridge railings and lakeside portion of the dam; and

* appointed Commissioner Jack Stanier to serve as representative for the Town of Lake Lure on the Isothermal Planning and Development Commission effective December 2001.

SPECIAL MEETING : Town Council held a special meeting on Tuesday, September 18, 2001, at 9:30 a.m. at the Lake Lure Municipal Center.

Town Council:

* approved Resolution No. 01-09-18 requesting state grant assistance under the Capacity Building Grants program; and

* approved Resolution No. 01-09-18A requesting state grant assistance under the Supplemental Grants program.

Mayor Jim Proctor proclaimed the following proclamation September 20, 2001.

 

MAYOR'S PROCLAMATION

WHEREAS, on September 11, 2001, all Americans were invaded when America was attacked by terrorists:

WHEREAS, it is fitting and proper to express sympathy to those who have lost family and friends; and concern to those who were injured in this terrible tragedy; and

WHEREAS, our support and prayers goes to national, state and local government leaders as they face difficult decisions; and

WHEREAS, terrorists may destroy buildings, but cannot destroy America’s spirit; and

WHEREAS, the Stars and Stripes still proudly flies representing our great nation. The red represents courage and hardness. One may attack our land, but we still stand strong. The white represents purity and innocence. America will regain its tranquility and calmness. The blue represents vigilance, perseverance and justice. America will remain alert; it will persevere until justice is done.

In memory of those who died, with concern for those injured, and in support of our nation’s leaders, I hereby proclaim September 21-28 as:

"RED, WHITE, AND BLUE WEEK"

in the Town of Lake Lure, and ask all to show your concern and support by wearing or displaying these colors during this week.

COMMUNITY POLICING NEWS

In consideration of the recent high profile terrorist incidents in New York, Washington and Pennsylvania, I want to assure you that your local emergency management agencies are prepared and are trained in the event an incident occurs in or near our community. Even though our specific area does not provide a significantly attractive target as other areas in North Carolina, our police, fire department, emergency medical personnel and other agencies have experienced applicable training for many years in response to terrorist threats. Agencies have engaged in pre-incident planning which is the key to effective preparation. An extensive Emergency Operators Plan has been codified and adopted, including an Emergency Management Ordinance. Organizational responsibilities are carefully articulated including a basic plan for shelter and mass care, should it become needed. A state of the art Public Warning System has been obtained and is in full operation.

As you can see, many steps have already been taken to assure your safety in our community. During these trying times, it is wise to be extremely cautious and constantly alert for anything that appears to be out of the ordinary. Any such observances should be immediately reported to your community police officers for investigation. Based upon the officers’ finding, the complainant will be notified of the outcome of the investigative efforts. Please do not hesitate to report your observations, no matter how insignificant they may seem. We are eager to serve!

Halloween Safety Recommendations

The National Confectioners Association and the Chocolate Manufacturers Association have established the following safety tips to help make this Halloween a safe and enjoyable one:

Costume Safety:

* Use make-up or face paint instead of masks, but if masks are used, make sure that they fit properly and have holes large enough for mouth and eyes.

* Choose costumes that are marked flame retardant.

* Wear light-colored clothing at night, short enough to prevent tripping. Add reflective tape or reflectors to dark colored costumes.

* Make props such as magic wands and swords out of cardboard, rather than metal or wood.

Trick-or-Treat Safety:

* Give and accept wrapped or packaged candy only.

* Have children bring treats home for adult inspection before they are eaten.

* Accompany small and elementary school age children when they are trick-or-treating and send older children in groups.

* Go out in daylight and carry a flashlight in case of delay.

* Have children stay within the neighborhood; visit only homes you know.

NEWS AROUND LAKE LURE

The Chimney Rock Volunteer Fire Department Ladies Auxiliary yard and bake sale will be held Saturday, October 6th, 8:00 a.m., at the Chimney Rock Fire House.

BOOK SALE. The Friends of Mountain Branch Library will be having a book sale on Saturday, October 6, 2001. Call 828-625-0456 for more details.

OKTOBERFEST IS ALMOST HERE! If you’re looking for a pleasant fall outing, with regional arts and crafts, a variety of tasty foods, and live toe-tapping music, Oktoberfest is for you! The Hickory Nut Gorge Kiwanis Club will present "Oktoberfest 2001" on Saturday, October 13 and Sunday, October 14, from 10:00 a.m. until 5:00 p.m. at the Lake Lure Arcade grounds across from the town beach. Admission is free. Artists and crafters from throughout the region will offer a wide variety of handmade wares, including quilts, sketches, pottery, watercolors, oil paintings, photography, needlecraft, leather craft, wood craft, kitchen craft, jewelry, and decorative crafts. Food booths will provide sandwiches, popcorn, cold drinks, and other refreshments. Proceeds from this event, together with charitable collections from Kiwanis members and the community at large, will be used to support a variety of Hickory Nut Gorge service and charitable efforts, including Helping Neighbors, Inc., Hickory Nut Gorge Recreation Association, volunteer fire and rescue organizations, Friends of the Mountain Branch Library, the Hospice organizations of The Rutherford and Henderson Counties, and area beautification projects. Hickory Nut Gorge Kiwanis Club thanks everyone who donated to special collections in Bat Cave and Chimney Rock Village on September 22 and 23. The $2,500 proceeds have been presented to Col. Ernest Miller of the Salvation Army in Asheville, to be forwarded to New York and Washington to assist in feeding police, firemen, and medical personnel at the WTC and the Pentagon. Thank you again. The community’s response was truly magnificent.

Grand Opening of Hillside Family Restaurant. The Hillside Family Restaurant formally known as "Jed’s", serve a variety of food including hamburgers, hotdogs, steak, and chicken entrees. There is live entertainment every Saturday night which starts at 9:00 p.m. The restaurant is open Wednesday through Saturday 12:00 noon until 10:00 p.m. and Sunday, 5:00 p.m. until 10:00 p.m. For more details call 828-625-4400.

Safe trick or treating in Chimney Rock Village, October 31, 5:00 p.m. until 7:00 p.m.

Haunted Halloween events in the Hickory Nut Gorge will be held on Friday and Saturday, November 2 and 3 from 6:30 p.m. until 10:00 a.m. There will be haunted boat rides at the Lake Lure Marina; haunted house at the Lake Lure Conference Center and haunted hay rides at the Lake Lure Arcade Building across from the town beach. Activities include apple bobbing, food, variety of games, and more. For more information call 828-625-2725.

CENTENNIAL PHOTO CONTEST AT CHIMNEY ROCK PARK. In the year 2002, Chimney Rock Park will celebrate 100 years of private stewardship by the Morse family of St. Louis, MO. In preparation for this big event the Park is sponsoring a Centennial Photo Contest and accepting entries until November 15, 2001. Entries in the contest should reflect the photographer's interpretation of the best of Chimney Rock Park. Emphasis will be placed on creativity and composition, and the contest is open to amateur and professional photographers. Prizes include a weekend for four in Hickory Nut Gorge, a day in the Gorge for four, and Park Annual Passes. Youth contest winners (under the age of 16) will receive a unique commemorative centennial medallion and a $50 U.S. Savings Bond. Chimney Rock Park is a privately-owned, natural scenic attraction located 25 miles southeast of Asheville on Highway 64/74-A in Chimney Rock, NC. Admission is $10.95 for adults and $5.00 for youth ages four through 12. Children under four are admitted for free. Annual passes are available for $19.95 for adults and $9.95 for youth (Grady's Kids Club) and are good for 12 months of unlimited Park visits, quarterly event updates, and discounts on food, gifts, workshops, and at the Old Rock Café and Old Rock Sweet Shop. Lakeside Chapel Worship Service, sponsored by Chimney Rock Baptist Church, began on Sunday, May 6, 2001 and extends through October 14, 2001 from 9:00 a.m. until 9:30 a.m. The Lakeside chapel is located across from the Lake View Exxon Store, Memorial Highway 64/74-A. Everyone is welcome to come worship.

Lake Lure Newcomers invite those who are new residents in Lake Lure (24 months or less) to join them in various activities which include: potluck, gourmet, out'n about, theater, bridge/poker, book club, and hiking.
