 Diamond Jubilee Centennial Ball

          November 9th - The Diamond Jubilee Centennial Ball!  The Grand Finale to the year’s events will be held at the Lake Lure Arcade Building.  Along with seeing your friends and neighbors in formal attire, the festivities will  include a live band to provide  music for dancing, “heavy” hors d’oeuvres, and a cash bar. Dress will be formal (black tie optional) and reservations will be limited to 200  guests.  The tickets are $50.00 per person.  Call the Lake Lure Town Hall for reservations at 828-625-9983.

 Sealed Bid Auction

         The town is holding a sealed bid auction for fifteen of the Lake Lure Diamond Jubilee Banners that are now seen from  the highway.  The minimum bid is $100.00.  The high bidders will be announced at the Centennial Ball November 9th.  Contact Linda Ward at the town hall for more information.  Diamond Jubilee Posters

          Diamond Jubilee/Centennial Posters are now available at the town hall for $10.00.  These are four-color prints on sturdy poster stock and  measure 20” X 20”.

          To help protect our water quality, please do not put leaves and other organic rubbish in the lake.

 Veterans of WWII

          I have had several letters from veterans that stayed here during WWII.  If you have any information about the R&R facilities here in Lake Lure, or if you are interested in a memorial plaque to add to our Lake Lure Veterans Memorial at the Arcade Building please call to let me know.      

TOWN MANAGER’S REPORT

         The Drought (Part 3)

          As a postscript to my last two articles regarding water (or the lack thereof), the recent rains have reduced our immediate worries over the problems caused by the drought.  Be aware, however, that the long-term  drought may not be over, just postponed for a while.  Therefore, it is still a good idea to conserve water as much  as possible.  We may be ahead of the average rainfall for the month, but we are still behind for the year!

 Recycling

          Last month, the town council adopted a resolution creating a new recycling campaign called  LAKE LURE RECYCLES” at the urging of Rutherford County’s Solid Waste Environmental Education Panel (otherwise known as SWEEP).  This resolution reads:

         Whereas, in the early 1990 s North Carolina recommended that 40 percent of the solid waste generated in the state be recycled by 2001; and

         Whereas, according to Town of Lake Lure s 2000-2001 Solid Waste Report 7.06 percent of the residential waste was recycled, 32.94 percent below the goal; and

         Whereas , thirty-six percent of all residential waste is made up of  these recyclable items: aluminum cans, corrugated board, 3 colors of glass, newspapers and #1 and #2 plastic.  These recycled items are delivered to GDS to be processed and marketed.  Last year only one out of twelve residents of Lake Lure recycled these items leaving the remaining thirty-three percent to be land filled; and

         Whereas, Rutherford  County is seeking a permit that would allow the construction and operation of a Municipal Solid Waste Landfill.  Recycling of 40 percent of all solid waste could extend the landfill life to 60 years from 40 years; and

         Whereas, Tipping and household fees can be kept the same or lowered only if the volume of solid waste is reduced.  Solid waste discharge can be decreased by recycling the appropriate items resulting in saving the tipping fees and earning income from sales of the recyclables; and

         Whereas,   Every citizen of Lake Lure generates solid waste.  It is the one item common to everyone.  This recycling campaign provides the unique opportunity for everyone to work together on a city and countywide project to reduce our solid waste discharge; and

         Whereas, The Town Council of the Town of Lake Lure supports recycling of solid waste for which there is a market and encourages all citizens to recycle.

         NOW THEREFORE BE IT RESOLVED:

            1.   That the Town Council of the Town of Lake Lure support and help implement the publicity campaign prepared by SWEEP, Rutherford County s Solid Waste Environmental Education Panel.  This campaign will inform all citizens about the benefits of recycling by all citizens both now and in the future and will include newspaper and radio publicity, a speakers bureau and training for volunteers who agree to carry the positive message.                          

         2.  That Lake Lure s campaign be entitled  LAKE LURE RECYCLES.  

         3.   That all municipal offices begin re-cycling and each employee be directed to support this recycling effort in every way.

         4.   That every citizen interested in helping increase recycling in Lake Lure be encouraged to serve as a volunteer.

         Since last month, I have become far more educated in the business of recycling  in the Lake Lure area.  I visited the Rutherford County Recycling Convenience Center on Bill’s Creek Road and spoke to  the supervisor of the county’s several convenience centers.  The Bill’s Creek facility is a full service center, accepting all forms of recyclables which must be sorted by the person delivering the material and deposited into large roll-on/roll-off containers.  These materials are picked up on a regular schedule and taken to the commercial center  in Spindale where they are final sorted for sale to firms that use the material.

         Lake Lure has a recycling center located in the public works complex behind the Arcade Building.  That center is operated under contract from the town by Wade Nelon and  his son Scott.  The Nelon’s supply a series of plastic trash receptacles for each of the primary types of recyclable  material  into which the material is deposited after sorting.  They pick up the material at least once weekly and deliver it to Spindale.  This service is offered at no direct cost to our citizens.

         I believe that while recycling has not proved to be a total economic success, the environmental benefits far outweigh the costs and it is in all our best interests for the town to continue actively supporting this program.  For our part, the town facilities will begin full recycling of all applicable waste and Public Works will install new signs to direct citizens to the town’s recycling center.

         SWEEP has produced an informative brochure about recycling in Rutherford County, including a poster to display on your refrigerator or bulletin board which lists the materials that can be recycled and a list of telephone numbers.  Copies of the brochure are available at town hall.

 Thanksgiving

          For all our problems, big and little, we still have much to be thankful for.  I am certainly thankful for this beautiful community and the great people that I work with, work for, and come in contact with every day.  Just walk outdoors and look around - we are truly blessed!

  

TOWN COUNCIL ACTIVITIES

         REGULAR MEETING: The regular town council meeting was held on Tuesday, October 8, 2002, 7:00 p.m., at the Lake Lure Municipal Center.

   Under the “consent agenda,” Council:

 * approved the minutes of September 17, 2002 (regular meeting & closed session) and September 28, 2002 (special meeting & closed session).

   In other activities, Town Council:

 * adopted Resolution No. 02-10-08 as amended directing the town clerk to investigate a petition received under G. S. 160A-31 from Ed Younger requesting an area contiguous to the Town of Lake Lure be annexed voluntary;

 * adopted Ordinance No. 02-10-08 amending the cable television franchise agreement with Northland Cable Ventures LLC (second reading);

 * voted to endorse supporting the County passing a resolution to increase the sales tax.  The state has already passed a resolution authorizing a one-half cent sales tax to be effective December 1, 2002 contingent upon approval of a resolution by the County Commissioners; and

 * adopted Resolution No. 02-10-08A regarding a state revolving loan for water system improvements.

                           

TOWN EMPLOYEE OF THE MONTH

                                  Sean Humphries, employee of the month, joined the Town of Lake Lure Police Department in June of 2000.  Sean is a graduate of Chase High School and earned an associate degree from Isothermal Community College.

         He has worked as our Lake Officer since his employment. Sean received his Basic Law Enforcement Training at the AB Tech Community College in Asheville and has received training in several areas which include Drug Enforcement, Basic Spanish for Traffic Officers, Boating While Impaired, and Response To Domestic Violence.

         Sean and his wife Melissa make their home in Rutherfordton and are expecting an addition to their family.  Thank you Sean for a great job.

            We welcome Robert Owens to our staff.  Robert has joined our Police Department and we feel very fortunate to have him on our staff.  Robert and his family reside in Rutherfordton and again we say “Welcome”.

COMMUNITY POLICING NEWS

 Roadway Alert

          As many of you are already aware, state resurfacing contractors are hard at work  repaving  Buffalo Shoals Road.  This endeavor tremendously increases the danger in traveling this already tough roadway in our community.  Officers have already received complaints regarding the large dump trucks working on the roadway.  Patrolmen and women have responded by contacting the foremen and truck drivers working on the project, and increasing their presence in the area.  Please exercise extra caution when traveling this roadway, especially while this project is underway!

 Halloween Safety Recommendations

          The National Confectioners and the Chocolate Manufacturers Association have established the following safety tips to help make this Halloween a safe and enjoyable one:

   * Wear light colored clothing that is short enough to prevent tripping, and add reflective tape;

 * Make sure children can see well through face masks, or use make-up;

  * Adults should accompany young children;

  * Go out in daylight and carry a flashlight in case of delay;

  * Stay within  the neighborhood and only visit homes you know;

  * Watch for traffic;

  * Only give and accept wrapped or packaged candy;

  * Examine all candy before allowing children to eat it;

  * Keep costumed children away from pets.  The pet may not recognize the child and become frightened.

  * Avoid hard plastic or wood props such as daggers or swords.  Substitute with foam rubber which is soft and flexible.

 Hunting season 

          The annual hunting season is now in effect for many small game animals and some larger species.  State law in Rutherford County requires that a signed permission slip be in the hunter’s possession when hunting on the land of another.  Hunting with firearms is not allowed within the corporate limits of the town.  Please do what you can to ensure a safe and lawful hunting season, and report violations to the proper authorities.

 “Booze It & Lose It” Campaign

          Law enforcement officers across North Carolina are scheduled to initiate the annual “Booze It & Lose It” campaign against drunken drivers on November 22 through 31, 2002.  Sobriety checkpoints are continually set up in all North Carolina counties as part of the state’s highly effective anti-drunk driving campaign.  A 1994 study showed the campaign “cut in half” the number of intoxicated drivers found at late-night checkpoints.  It is also taking a “bite out of crime” with other offenses such as drug violations, stolen vehicles, and fugitives from justice found at checkpoints and roving patrols.  Please remember that if you drink, let someone else drive!


GOLF COURSE NEWS

       Looks like fall fell a little late this year.  That’s OK.  With a certain abundance of color still to come, that just guarantees beautiful days of foliage with “FORE!”.  Speaking of beautiful stuff, we still have a beautiful fall deal.  It is ~ Fall Special~ Play all day for  $25.75, Monday through Thursday for the rest of November.  WOW!!

      Other stuff- The greens may be a little bumpy for the first week of November because we have recently aerated the greens.  This coupled with the late October rain, should have a positive effect on the drought recovery.

      Tournament stuff- The Men’s Club Tournament held on the 12th of October had the following 1st place winners for each of the three flights.  They were:  1st Flight - Bill Wilson, 2nd Flight- John Ledford, 3rd Flight - tie between Harold Wilson and Ken Anthony.  Congratulations to all.

      More tournament stuff- the first ever Diamonds Classic played on the 16th of October had the following team  members for the 1st, 2nd, and 3rd places.  They were: 1st place- Bobby Bridges, Ronnie Hendrix, Scott Hodge, and Jake Watson, 2nd place- Rhonda Boyd, Bruce Fisher, Marvin Freeman, and Brenda Hoyle,  3rd place- Jimmy Hildebran, Bob Payne, Gary Plott, and Calvin Sigmon.

      Even more tournament stuff - the regular weekly Captain’s Choice Tournaments that have previously been held on Friday evenings are now moved to Saturday’s at 4:00 p.m.  As usual, you don’t have to be a member to play.  It’s open to all with the same price for all - $12.50.  Y’all come on out for some friendly competition.  Teams are chosen on the spot, out of the hat, so there’s an even chance to win for everyone.

      Last of the tournament stuff- this is the last scheduled  tournament for the calendar year.  So, if you don’t want to get left out, come to the Four Club Only Tournament- one day event- 18 holes, 9 holes qualifying and flighted, 9 holes tournament.  Tee time 9:00 a.m.  Winner each flight.  Entry fee is $30.00 per person, includes cart.

 

KIWANIS OF HICKORY NUT GORGE

       The Kiwanis of Hickory Nut Gorge, a community service organization, encompasses Chimney Rock, Lake Lure, Bat Cave, Gerton, Broad River, and Bills Creek.  Kiwanis meets the 1st and 3rd Thursdays at 7:00 p.m. at the Lake Lure Inn.  Proceeds from all projects and fund raisers go to Volunteer Fireman, Youth Services, Youth Sports, Hospice, Elderly Services, Helping Neighbors, and others.  If you are interested in attending a meeting, please contact Paula Jordan at 828-691-5008....we’d love to have you.

      The Kiwanis installed their officers for 2003 at the Annual Installation Picnic held at Chimney Rock Park on September 19th.  The new officers are President - Paula Jordan, President - Elect & Sec-Virginia Wilbanks,  Vice President - Linda Hayes, and Treasurer - Ken Jordan. The new board members are Ron Morgan, Chuck and Lynn Place, Mary Ann Ransom, Sharon Theiss, and Sheila West.

      Now  the good stuff.....Kiwanis has the perfect Christmas Gift!  The  club is offering COOKBOOKS for sale. You can purchase the “Recipes and Reflections of Hickory Nut Gorge” cookbooks at local shops and lodging places for $11.95.

75 YEARS AGO

(from the minutes of the Lake Lure Town Council)

         After a series of special meetings, the Council authorized the sale of $250,000 in bonds to finance public improvements.  Included were $25,000 to “secure for the Town of Lake Lure an electric light system for lighting of the public streets of the Town of Lake Lure,” $100,000 to “build, construct and improve the public streets,” and $125,000 to “secure for the Town of Lake Lure an adequate supply of water for the use of the inhabitants and taxpayers of said Town.”

NEWS AROUND LAKE LURE

          Lake Lure Newcomers invite those who are new residents in Lake Lure (24 months or less) to join them in various activities which include: potluck, gourmet, out’n about, theater, bridge/poker, book club, and hiking.  Anyone interested in becoming a member, call Hugh or Nancy Pinney at 828-625-0867.

          Lake Lure Lakefront Owners Association (LLLOA). If you are interested in Lake issues and concerns and own  lakefront  property on the shores of beautiful Lake Lure, the LLLOA invites you to become a regular member.  Associate  memberships are also encouraged for those who are interested in our Lake.  Each year members receive a directory of members, informative Muse Letters, and a first class mailed subscription to the Town of Lake Lure monthly newsletter, The Lake Lure Tribute.  Members  meet at the Town Community Center socially at least annually to meet neighbors and discuss issues.   Annual dues are currently a modest $17.00.  You may pick up an application  for  membership at the Municipal Center or call Chuck Watkins, Pres. at 828-625-2122 or Hugh Pinney, Treas. at 828-625-0867 for an application or any questions you may have.

         Garden Club -Upcoming Events.  The garden club has an exciting schedule of events coming up for fall/winter so mark your calendars!

         November ~ Barbara Bagwell, long time resident of Lake Lure, will lead a workshop on creating a center piece for Thanksgiving or a seasonal table. Barbara and her husband owned and operated two flower shops in Florida for over 31 years, giving her  plenty of expertise in this area.  This workshop will be "hands on" giving participants a chance to actually build a centerpiece to take home with them or you can just observe,  picking up techniques that can be applied to your own decor.  Those who want to participate will be given a materials list when they enroll and there will be a nominal fee i.e. $6.00/pp  for flowers, etc.  There will be no charge for observers.   You  must sign up for this workshop by October 28th by calling either Robin Stanier at 828-625-4274,  Jean Hoffman at 828-625-1631 or Joanne Phillips at 828-625-8498. Space will be limited.  Please  note that location has been changed from Mountains Library to the Fairfield Fire Station on November 4, 2002 at 1:00 p.m.

         December ~ Back by Popular Demand - David Ray of “The Natural Gardener” will demonstrate making  holiday  centerpieces, swags and wreaths using materials and objects found in the great outdoors.  David will be joined  by Linda Hayes of  “The Arbor at Lake Lure”, who will act as moderator.  Participants will work along with David and Linda to create their own "masterpiece".  Oasis will be provided, however, plan to bring along a floral wire, a container (if you plan to build a centerpiece), and garden tools such as scissors, hand pruners, etc.  There will be a nominal charge of $1.00/pp to cover materials.  Some greens will be provided but please gather greens and other found items that you would like to incorporate into  your own work. Please  sign up for this workshop by calling Jean Hoffman at 828-625-1631 or Joanne Phillips at 828-625-8498. The workshop will be held on December 2, 2002 at 1:00 p.m.  The location will be announced later.

Remember you are automatically a member of the garden club if you love to garden, or just think flowers are awfully pretty.

          Gorge Fitness will not be closing!  The gym will remain open through Thanksgiving, and then will re-open in its new location in the Arcade Building at the beginning of the new year.  As much as possible will be kept of the present gym equipment.  The new facility in the Arcade Building will have changing rooms and a bathroom and will use the same key card system to allow 24 hour, 7 day access. These changes should  make a more efficient Gorge Fitness and ensure that we can keep this valuable asset in our community.
