Chimney Rock State Park Master Plan
(Entrance through the Town Center)

BACKGROUND
The Town Center was originally designed to be the largest, most intensively developed, mixed use area within the town. The 1926 Plan included retail, service, civic, professional, cultural and recreational uses. The plan specifically identified locations for residential lots, hotels, motels, community buildings and transportation facilities. This page should be used as a resource by the Town Center Focus Group, Zoning and Planning Board, consultants, Parks & Recreation Board, Lake Advisory Board, Friends of the Lake Lure Flowering Bridge, Town Council, Marine Commission and other committees to remain aware and informed regarding the status of all the Town Center projects… past, present and future.

PROJECTS

Historic Bridge

Business Center
As depicted on the Luremont Plan, the Business Center (also known as the Village) was to consist of stores, shops, a hotel, a community house, a bus terminal, a bank, a post office, the entrance into the Bottomless Pools Park and one of three entrances into the Eastern section of the Luremont residential neighborhood. It was the primary commercial hub of the Town Center incorporating Lombardy Architectural style, as represented by the Lake Lure Inn and Arcade. The Town Center Master Plan will include strategies to revitalize and re-invent this area. The Town Center Focus Group is overseeing this project.

Gateways
The 2007-2027 Comprehensive Plan (comp plan) recommends the town “create a sense of arrival at or near Lake Lure’s corporate limits…..for the entrances to Lake Lure.” It further recommends the town “….develop a coordinated set of design plans for all gateways to create a uniform sense of arrival at the entrances of the town.” This is in accordance with Section 8, Policy CA-1-3.1, of the comp plan. This project has not been assigned to a committee yet.

Mobility Initiatives
This is a collection of various plans and projects that facilitate physical improvements for the movement of people by such means as streets, sidewalks, trails, greenways, and waterways in keeping with the community’s goals and objectives as expressed by adopted plans, appointed boards, and stakeholder input. Consideration should be given to linking places of interest in and between Chimney Rock Village, Lake Lure Village, and Chimney Rock State Park. Elements of mobility are being addressed by the various projects.

Morse Park
This is a large community park located at the northwestern end of town in the Town Center. It is free and open year round offering passive recreation opportunities and community events to residents and visitors alike. A Stormwater Plan (Phase I) has been crafted for the Town of Lake Lure to address stormwater issues as they relate to the marina parking area, the multi-use field, aesthetics, recreational uses, and wetland education opportunities. The Planting Plan (Phase II) will address landscaping, wetland enhancement and beautification.

Luremont Infrastructure

Luremont was originally platted in March of 1926. It was designed to be the largest residential neighborhood in the Town Center with pedestrian and vehicle access into the Lake Lure Village (Business Center). The original plan included an extensive trail network and multiple recreational areas. The plan also included a hotel. The infrastructure (roads, trails and utilities) was never completed as planned. The town is currently evaluating existing infrastructure deficiencies.

Haynes Hill Historic Site
The historic homes were constructed by the Haynes family in 1927 at the highest elevation in the Luremont Northeast Neighborhood served by Seton Road. The current site consists of approximately 26 acres. The owners have considered opening the site for passive outdoor recreational purposes like hiking, enjoying nature, and relaxing at the site’s pavilion and picnic facilities. Support activities such as ticket sales, scenic information services, a gift and craft shop, and a snack bar may be considered.
