Marine Commission Meeting Summary

 

Thank you to those who joined us for the Town of Lake Lure Marine Commission Regular Meeting and Public Hearing on Tuesday, September 9, 2025, at 4:00 p.m. 

  • The meeting was held at The Landings at 920 Buffalo Creek Road, Lake Lure, NC 28746. 

  • The public was invited to attend the meeting. 

  • A summary of the meeting is included here for those who could not attend. 

  • These are not formal minutes which will be included in the next Marine Commission Meeting Packet.

I. Call to Order

Mayor Pritchett called the meeting to order.

II. Agenda Adoption

The agenda was adopted as posted.

III. Public Hearing

A. Resolution No. 25-09-09 Amending the Lake Use Regulations

i. Staff Report

  • Dana Bradley presented the recommended changes to the Lake Use Regulations (LUR).
    • Section 501(C) (page 23) was changed, as well as the associated civil fine (page 26).

    • During times of lake drawdown, when lake level is below 988.0 Mean Sea Level (MSL), public access to the back-shore (exposed lake bed) is restricted to authorized contractors conducting infrastructure construction or maintenance, including boat services.

    • Exposed back-shore uncovers numerous debris perils and the soil may be unstable and dangerous.

    • By exception, property owners may access the back-shore directly adjacent to their property for debris disposal or property maintenance. Penalty, see § 6.01  

ii. Public Hearing: There were no participants in the public hearing.

iii. Commission Deliberation: There was a brief discussion. It was noted that the Commission plans to add a definition for “back-shore” at a later date.

iv. Consideration for Adoption of Resolution No. 25-09-09 Amending the Lake Use Regulations. Council adopted the resolution amending the LUR.

IV. Public Comment

The public was invited to speak on any non-agenda and/or consent agenda topics. Comments should be limited to less than three minutes.

  • Debbie Warren (Yacht Island): Ms. Warren expressed concern about sediment accumulation under the bridge connecting Charlotte Drive to Yacht Island, noting that it appears to be shelving. She inquired whether the U.S. Army Corps of Engineers (USACE) plans to remove the sediment. It was acknowledged that this may not currently be on their list, but the concern will be passed along to them.

A. Approval of the June 10, 2025 Regular Marine Commission Meeting Minutes.

The Consent Agenda was approved.
