Town Council Work Session and Action Meeting Summary - Wednesday, October 22, 2025

The meeting was held at the temporary Town Hall at the Landings, 920 Buffalo Creek Road, Lake Lure, NC 28746.

I. Call to Order
Mayor Pritchett called the meeting to order and thanked those in attendance for joining the meeting.
II. Agenda Adoption
The meeting agenda was adopted as posted.
III. Town Manager/Project Updates
Town Manager Olivia Stewman provided the following updates:
- Seals for the Tainter Gates at the Dam: Ms. Stewman advised that the Town should receive reports back on the Tainter gates this week and we should be able to utilize an informal bid process for the project. The seals would take about 17 weeks to arrive after the order is placed but Public Works is working to expedite the process. Public Services Director Dean Lindsey provided additional information on the project and there was a discussion on the timeline for the work.
- The West End Sewer Project: This project is ongoing. The 828, the Hair Salon, and portions of Buddy Lane have sewer services restored. About 4 weeks remaining before anyone else is ready to connect in thta area.
- Cell Tower: the cell tower project is underway and ongoing.
- Washburn Marina: A request for proposals has been posted for the marina replacement. Town staff will be reviewing the submissions later this week. The team is working on the design for the walkway and fueling station as well.
- Comprehensive Plan: The Comprehensive Planning process continues with virtual and in-person input sessions planned for October 28, 2025 at 4 and November 5, 2025 at 4:00.
- Lake Restoration: Sedimentation removal is continuing and the meeting with FEMA was postponed. The Town will provide updates as soon as more information becomes available.
IV. Storm Recovery Updates:
Town Manager Stewman provided the following updates:
- Proctor Road: The Town now has a tentative date for paving Proctor Rd.
- FEMA: A meeting has been scheduled with FEMA leadership on November 13, 2025.
- 30% Design Project: The 30% Design Project for the replacement dam seems to be moving forward per DEQ. Will send contract once received.
- Public Bathrooms: The public is wanting better access to public restrooms. Town staff will move current porta potty’s to different location by the Beach Building.
- Communications Board: An organization called, Channing’s Joy, would like to donate a communication board. The intention for the board is to provide communication for young children and those with disabilities to make it easier for those to connect in the playground area. This would be placed in the newly installed playground. Council is in agreement with installing this once it is evaluated and permitted by Community Development to ensure that the colors blend and is placed at the playground within regulations.
- Sewer System Issues: There was a discussion on personal sewer lines in the lake bed. A policy will be updated and presented to council for review.
V. Resolution No. 25-10-22 resolution by the Town Council of the Town of Lake Lure authorizing the mayor to sign Designation of applicant’s agent forms for the North Carolina Division of Emergency Management Hazard Mitigation Grant Program
Town Manager Stewman advised this will allow authorized agents to sign for Hazard mitigation grants once received.
The resolution was approved.
VI. Discussion of Centennial
- There was a discussion on the approaching Centennial for the Town and we want to begin planning and preparing.
- Mayor Carol Pritcher recommended a Community Forum be held to get the public’s input.
- She recommended a steering committee direct and keeping track of the events that will take place through the year.
- Ideas were presented and discussion ensued.
- Will continue to discussion and make plans for th ecommunity forums.
VII. Public Comments
There were no public comments.
VIII. Closed Session
There wa a Closed Session in accordance with G.S. 143-318-11 (a) (3)_ for the purpose of Attorney Client Privilege and G.S. 143-318.11 (a) (5) for the purpose to property Acquisitions.
